Two prominent carriers in our area, Aetna and John Alden (for self funded), were asked to quote. Initially both carriers said they would not write the policy, as their contracts required an employee to work a minimum of 24 hrs a week. I took this to the Department of Insurance, with the result that I now have a letter from Aetna saying they would quote the Volunteers, after the date the law went into effect, using a standard negotiation process as they would for any other eligible group, except as otherwise permitted by this law. We got a quote for Aug, 2008 of 23 of Aetna's plans. They were quoted using 'small group' guidelines, which means any group under 50, based on ages, zip code, Standard Industrial Code, and family makeup. The costs for our 39 Volunteers submitted varied from about $15,366 a month up to $42,000 a month, depending on the deductible and the plan. The Chief and Deputy Chief are still in the process of defining an active Volunteer, and the incentives that may be required to determine their eligibility within the department. (Darryl can speak to this further.) This has not yet been officially taken to our Board of Directors. I have also suggested some form of a Health Reimbursement Arrangement (HRA) in lieu of group, full comprehensive health insurance. A qualified broker should be able to get a quote for your groups.
